The incident occurred on Monday when an accidental blast inside a tunnel caused at least three deaths of labourers, while 16 persons including two Chinese engineers were injured at the construction site of Neelum Jhelum Hydropower Project near Muzaffarabad.
During excavation work of a tunnel when the explosion occurred killing three labourers on the spot and wounding 10 others.
The two Chinese engineers and other wounded were transferred to Combine Military Hospital Muzaffarabad.
The inflammatory gas in the tunnel caused the explosion, initial investigation report said.
