MOSCOW:  FIFA has opened disciplinary proceedings against Switzerland players Xherdan Shaqiri and Granit Xhaka, looking into their goal celebrations during Friday’s win over Serbia at the World Cup. European clocks slowed by Serbia-Kosovo power grid row
