The vote in the Democratic-controlled House was 232-197 following the deadly assault on American democracy.
The House in a pair of bipartisan votes also passed a $1.4 trillion measure that will keep the U.S. government funded for another year, which will also go to the Senate for consideration.
Economists say the outbreak, which has infected 138,000 people worldwide and killed more than 5,000, could tip the US economy into recession.
The resolution passed 224-194 along party lines in the Democratic-controlled House with nearly all Republicans opposed.
