According to the 237-page document released by the Judicial Commission, the General Elections 2013 took place in accordance with the law and the loss of form 15 papers did not have an effect on the result of the election. Irregularities did exist however they did not provide benefit to anyone in particular and the election results reflect the popular mandate of the people. It also stated that based on suspicions, PTI’s demand to create a judicial commission to probe the elections was also not an unreasonable demand.

The report blamed Election Commission of Pakistan for the irregularities that took place during the General Elections 2013 and stated that the staff was not trained sufficiently. According to the report, there was lack of communication between members of the Election Commission and their staff.
