UAE Launches Second Phase of Zero Bureaucracy Programme

The UAE has launched the second phase of its Zero Bureaucracy programme, a national initiative aimed at creating simpler, faster, and more impactful government services.

Under the leadership of Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, and Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, the programme seeks to eliminate digital bureaucracy and establish the UAE government as a global leader in service delivery.

The first phase of the programme achieved significant results, including a 70% reduction in service delivery time, elimination of over 4,000 unnecessary procedures, and savings of 12 million hours and AED 1.12 billion annually for citizens and businesses. These achievements demonstrate the programme’s effectiveness in streamlining government services and improving the overall quality of life for UAE residents.

The second phase of the programme will expand its scope to fully eliminate digital bureaucracy, streamline online processes, and modernize government digital systems. This will involve leveraging artificial intelligence (AI) to enhance service efficiency and effectiveness. The programme will also continue to eliminate unnecessary government procedures and services, remove redundancies between entities, and abolish all non-essential burdens and requirements.

Mohammad Al Gergawi, Minister of Cabinet Affairs, highlighted the collaborative efforts of over 30 government entities and 690 teams that contributed to the programme’s success in its first phase. He emphasized that the next phase will focus on further reducing unnecessary procedures, achieving zero digital bureaucracy, and ensuring a 24-hour uptime for digital systems.

The launch event for the second phase was attended by over 200 ministers, deputy ministers, and directors general of federal entities. It featured an interactive dialogue session with private sector leaders, exploring the impact of eliminating bureaucracy on business efficiency and service excellence.

With the Zero Government Bureaucracy programme, the UAE aims to create a government without complexity, services without waiting times, and results that tangibly improve people’s lives. The programme’s success will further solidify the UAE’s position as a global leader in government service delivery and innovation.
