Sindh govt unveils plan to encourage dacoits to lay down arms

KARACHI: The Sindh Cabinet has approved a comprehensive policy aimed at encouraging dacoits in Sukkur and Larkana divisions to surrender their weapons and reintegrate into society, ARY News reported.
According to the briefing, the families of those who lay down their arms will be provided economic security, along with access to education, healthcare, protection, and vocational training. The policy’s objective is to restore the writ of the state and promote development in the katcha (riverine) areas.
Officials informed the cabinet that, following successful operations and local negotiations, several outlaws have already expressed willingness to surrender. A complete mechanism under the law has been established to facilitate this process.
The briefing also noted that schools, healthcare units, veterinary services, and development projects in katcha areas will be revived to improve living conditions.
Sindh Chief Minister directed the Home Department to ensure transparency and effective monitoring of the surrender policy. He also instructed authorities to intensify awareness campaigns to encourage more individuals to give up arms.
During the meeting, Local Government Minister Nasir Shah raised the issue of IBA Sukkur employees, to which the Chief Minister assured that their problems would be resolved soon.

Back in February 2025, Ayub Teghani, ringleader of the Teghani gang in the Katcha area, surrendered to police and Rangers in Shikarpur.
More than 13 cases were registered against Ayub Teghani at various police stations.
Senior Superintendent of Police (SSP) Shikarpur, Shahzaib Chachar, stated that Ayub Teghani was involved in multiple criminal activities, including terrorism, murder, and attacks on police officers.
He added that the ongoing Sindh police operation is putting significant pressure on the robbers, leading some to surrender.
SSP Chachar also pledged to provide legal assistance to those who decide to abandon a life of crime.
