ISLAMABAD: Minister of State and Chairperson BISP Marvi Memon stated on Thursday that an updated National Socio- Economic Registry (NSER) will be an asset for policy makers as it would play a pivotal role in planning and designing development programmes.
Ms. Memon, speaking in a training workshop for the master trainers for new poverty resurvey of BISP, said that data collection is a sacred responsibility as authentic registration can improve the lives of the poorest of the poor by making them part of social safety programmes.
She also stated that BISP is one of the top social safety nets of the world, and is fully committed to pioneer the number one NSER in the world. The updated registry will also help government in devising better targeted welfare programmes by identifying the poorest of the poor.
She highlighted the unique features of the NSER update survey, and said that for the first time highly scientific methods are being employed for data collection on such large scale in Pakistan.
This includes adopting the CAPI (Computer Assisted Personal Interviews) instead of PAPI (Paper Assisted Personal Interviews) approach to overcome the inclusion and exclusion of errors.
The registration application has in built checks and controls capable of identifying errors. Bluetooth based synchronisation of the enumerators and supervisors will ensure error free registration. Google maps would also be utilised to ensure the complete coverage of the population.
The BISP will conduct several workshops to train master trainers from SEBCON, which is one of the partner firms hired by BISP to conduct door to door survey in the pilot districts of new poverty survey.
They will conduct survey in Cluster A districts from Punjab and AJK (Layyah, Chakwal, Faisalabad and Mirpur) and Cluster B districts from KPK, Gilgit Baltistan and FATA (Lakki Marwat, Charsadda, Gilgit and Mohmand Agency).
The survey in these districts will start in December end and will be completed by April. These master trainers will further train supervisors and enumerators for conducting survey.
