According to a report published on the Wall Street Journal, the ratings were released by company named Mercer.

The top five most expensive cities have remained relatively stable. Angolan capital Luanda tops the list of the most expensive location for expats while Hong Kong, known for having one of the most expensive housing markets in the world, has jumped one spot at No. 2. Swiss cities of Zurich, Geneva and Bern all remained in the top 10
Singapore remained at No. 4 for the second year while Seoul rose from No. 14 to No. 8 due to appreciation in the Korean currency. Shanghai and Beijing rose 4 positions each, to No. 6 and 7, respectively. Nine Chinese cities were named in the top 30 most expensive location for expatriates.
